The long-term vision of State Strategies for Biodiversity is:

1. To improve the planning and execution capacities of each State, with respect to the management of biological resources.

  • To carry out studies, strategies and action plans at an appropriate scale (State), permitting the orderly and responsible management of biological resources.

  • To establish State systems of information on biodiversity (as part of the National Biodiversity Information System-SNIB, for its Spanish acronym), under the aegis of institutions with functions similar to those of CONABIO, created by the State Executive.

2. To institutionalize public policies on biodiversity.

  • To strengthen State systems of protected natural areas (PNA).

  • To establish permanent environmental education and outreach programs regarding the importance of biodiversity.

  • To integrate and harmonize conservation initiatives and sustainable use.

  • To promote local responsibility for passing laws on biodiversity, as well as the equitable sharing of benefits arising from their use and conservation of biodiversity.

  • To ensure that the developed strategies implement and promote transversality between the various spheres of government and sectors of society.

3. To facilitate the scientific, cultural and political exchange in relation to biodiversity at different scales, within the framework of the CBD.
