The formulation of the two documents (State Study and State Biodiversity Strategy) require broad participation from various sections of society to create synergies that allow the identification of priorities and the implementation of the Strategy. To facilitate this process, CONABIO has developed a procedure for the promotion and implementation of State Biodiversity Strategy, which outlines the activities involved in planning, formulation and implementation of each State Biodiversity Strategy. This procedure is divided into three sub-procedures:

Approach. Consists of contact and creation of synergy between various sections of society within a state, which can be incorporated into the development of SBS.

Planning. Consists of the preparation and publication of a study on the status of biodiversity within the State concerned, as well as a series of activities to formulate and publish the State Biodiversity Strategy.

Implementation. Consists of promotion of activities to implement the Strategy.
